We recently launched our West Sussex Highways website (in collaboration with our contractor, Balfour Beatty Living Places) with the intention of giving you up-to-date information on the services we provide in maintaining the public highway. I hope you will find the site useful and I would encourage you to visit it. The site is open to everyone so please pass on the website address to your residents and anyone else who may be interested.

Rampion wind farm now in doubt?

Rampion wind farm in doubt?
The Independent reports:

Plans for future wind farms in Britain could be in jeopardy after a United Nations legal tribunal ruled that the UK Government acted illegally by denying the public decision-making powers over their approval and the “necessary information” over their benefits or adverse effects.
The new ruling, agreed by a United Nations committee in Geneva, calls into question the legal validity of any further planning consent for all future wind-farm developments based on current policy, both onshore and offshore.

But this news does not seem to have reached the SDNPA and WSCC who are in dispute over who should sign off on the plans. The SDNPA, in particular, seems reluctant to approve the current plans on the grounds that they will cause “irreversible damage”. The Argus reports:

Keith Read, deputy director of planning for the South Downs National Park, said: “The SDNPA has significant concerns regarding proposals to build up to 175 wind turbines off the Sussex Coast. The plans would result in up to 420,000m² of disturbance to the national park’s landscapes, including some very sensitive areas such as the Bronze Age monument at Tottington Mount. We have submitted our concerns to the Planning Inspectorate regarding the proposed construction methods for the 14km of cable that would go through the national park.”

An interesting report on the state of this invaluable local footbridge. The West Sussex county councillor who is quoted at length sounds like he might be a surveyor or an engineer in real life (he’s actually a solicitor). The last time I was down there, some time ago, walkers and local pedestrians were simply ignoring the ‘Bridge Closed’ signs and H&S stuff and crossing anyway. The Adur is not a river you can jump or wade across.

DECC decision due June 2014

Looking to the future
Chris Tomlinson (E.ON) writes:

We welcomed the opportunity to present to West Sussex County Council’s Scrutiny Committee on Friday about E.ON’s Rampion Offshore Wind Farm .. We have .. committed to develop a Community Benefits Strategy later in the year .. The Rampion application is now due for examination by the Planning Inspectorate over the course of the next six months and we expect a decision to be made by the Secretary of State (DECC) around June 2014.

Lady Brook Spring Community Project Update

The design for Lady Brook Spring, FulkingWork is due to start on the new look for “Lady Brook Spring“ on Sunday 15th & Monday 16th September 2013, when Volunteer Rangers organised by WSCC will start work on removing the existing structure.

The structure is then due to be completed by Northbrook College Students – the date for this work has yet to be confirmed.

The Die is Webcast

The Worthing Daily reports that:

West Sussex County Council will webcast on Friday July 12th a debate on the proposals for the Rampion off-shore wind farm off the Worthing coastline. .. Cllr John de Mierre said: “This is one of the biggest planning applications that Sussex has seen for many years, so given the implications, and the public interest, we felt it important that the debate should be webcast.”

A report to the Committee suggests that ‘qualified support’ for the proposals could be considered .. It says: “Immediate benefits to local communities and the local environment have been overlooked and there is a missed opportunity to give greater weight to the acceptability of the scheme to local communities along the cable route and near the sub-station.”

Lady Brook Spring – The Future

The Parish Council held a public meeting on 1st May to discuss the Lady Brook Spring Community Project.

The PC reported that WSCC has agreed to fund a community project of up to £3-4K, to source and provide materials. The project would be implemented by a volunteer workforce.

After much discussion at the public meeting the following basic design was agreed

  • The inside of the spring should have brick on all four sides. With additional boulders and a hedgehog ramp on one side, making for easy escape should children/animals fall in
  • The outside would be similar to the design below with a plaque on the top of the wall. It is suggested that the wall be between 2 ft and 2.6ft high.
  • The back of the spring would be raised by a mix of boulders and tree stumps in filled with plants.
